Our firm was established in 1987. Our founder, Michael Chulak became licensed as a real estate broker in 1987 and a real estate attorney in 1998.
Does Pacific-Realtors.net have a legal department?

If we hire your company to manage our mobile home park, will you help us create a set of comprehensive, enforceable rules, and will you assist us in enforcing those rules?
Absolutely. Creating and enforcing MHP rules is one of the areas that makes us different than many other MHP management companies.
How much notice must the owner or manager of a mobile home park provide before a rent increase can take place?
The minimum notice is 90 days.
Does your firm provide on-site managers and other staff with training?
Absolutely.
What is the CARE program and how does it work?
The CARE program refers to the California Alternate Rates for Energy (CARE) Program which offers eligible low-income households a 30% to 35% discount on electric bills and a 20% discount on natural gas bills. Qualified residents can apply through their utility company which can be found on their utility billings. For most Southern California residents, it will be PG&E, SoCalGas, or Edison. The subsidies are made available because other customers pay a higher rate.
Do manufactured homes, including mobile homes usually appreciate or depreciate in value in California?
Manufactured homes, including mobile homes in California, generally increase in value if they are properly maintained and the park is also properly maintained. Maintenance of the home itself is the responsibility of each individual owner. However, the maintenance of the park, including the overall maintenance of the homes, is the responsibility of the park owner and manager if it is a rental park, or the HOA and manager, if it is a resident owned park. Value is created by supply and demand. Attractive properties are always in high demand. Low quality properties not so much.
Will I be able to reach my property manager after hours and on weekends?
Yes. You will be provided the cell phone number of the manger as well as the cell phone numbers for the two owners the company.
When HCD makes an inspection of a mobile home park, will they inspect the exterior of each mobile home for compliance?
Yes. HCD conducts mobile home park maintenance inspections, to ensure compliance with health and safety laws. Inspections include the general areas, buildings, equipment, and utility systems of mobile home parks, each individual lot, and the exterior portions of individual manufactured homes and mobilehomes in each park inspected.
Are mobile home parks in California required to have an Injury prevention program if they have employees?

Who can sell new and used mobile homes and manufactured homes in California?
Only dealer-brokers licensed by the Department of Housing and Community Development (HCD) can sell new manufactured homes and mobile homes. Used mobile homes and manufactured homes may be sold by real estate agents, dealers, or homeowners directly. These parties must provide the buyer with a resale or transfer disclosure statement (TDS).
What is an age restricted mobile home park?
A senior mobile home park is an age-restricted, manufactured housing community (typically 55+) where at least one permanent resident must meet the minimum age requirement, and permanent residents under this age (such as young children) are generally prohibited. These communities also referred to as 55+ manufactured home communities, operate much like condominium associations. Residents typically own their physical homes but lease the underlying land or lot from the park owner, paying a monthly space rent that covers park amenities and maintenance. Governed by the Housing for Older Persons Act (HOPA) in the U.S., these communities must have at least one occupant 55 or older in 80% of their occupied units and adhere to strict policies demonstrating an intent to house older persons. While grandchildren and younger guests are welcome to visit, extended stays or permanent cohabitation by underage individuals are heavily regulated or prohibited. Most senior or age restricted parks are specifically designed for retirees, often offering community clubhouses, swimming pools, recreational activities, and organized social events. Buying a mobile home and paying lot rent is often significantly cheaper than purchasing a traditional site-built home or renting an apartment, allowing seniors to stretch their retirement income.
What is the Tiny-house Movement?
The tiny-house movement, also called the small house movement, is a social movement promoting the reduction and simplification of living spaces. It is promoted as being eco-friendly and a means to promote home ownership. Tiny homes are generally, 400 to 500 square feet and most are prefabricated to minimize their cost. They are not permitted in all communities. The quality of these homes may be on the lower end, but not necessarily. Many tiny homes are high quality second homes.

What is the Western Manufactured Housing Communities Association?
The Western Manufactured Housing Community's Association (WMA) is a nonprofit organization created in 1945 for the exclusive purpose of promoting 'and protecting the interests of owners, operators, and developers of manufactured housing communities in California. The WMA is a statewide trade association whose members are largely mobile home park owners and industry suppliers of services including MHP property management companies.
What is the Golden State Manufactured- Home Owners League?
The Golden State Manufactured-Home Owners League, founded in 1962, more commonly referred to as GSMOL, is a California based, non-profit advocacy organization dedicated to protecting the rights, living conditions, and investments of mobile home owners. It helps owners understand their rights, handles disputes, and promotes the transition of rental home parks into resident-owned parks. GSMOL represents more than one million manufactured home owners in California, and is based in Orange County.
